"Virtual Reference"
1.The General Theses.
1. 1. The Service "Virtual Reference" is a part of the
Library information service.
1. 2. The "Virtual Reference" is oriented at maximal satisfaction
of Library users information needs.
1. 3. The Virtual Reference is an answer to the single inquiry of
virtual user which consists of bibliographical and/or factual data
and carries out in interactive regime.
1. 4. The virtual user is considered a person registered at the
page "User" in the Library site " Virtual Reference"
service.
2.The Types of Virtual Reference.
2. 1. The Types of Virtual Reference which gives Our Library.
2. 1. 1. Bibliographical:
- Directory Bibliographical Reference ( Bibliographical Reference
that determines existence and/or localization of document);
- Topical Bibliographical Reference (Bibliographical Reference which
contains bibliographical data on the certain topics);
- Refining Bibliographical Reference (Bibliographical Reference
which determines and/ or makes more precise the components of bibliographical
descriptions which are absent in the user's inquiry).
2. 1. 2. Factual (consists of factual data from different information
sources).
2. 1. 3. Mixed (consists of bibliographical and factual data).
The Library Doesn't Fulfill Virtual References, If:
- this task is out of limits of technological or organizational
possibilities of the library;
- the contents of the inquiry on information contradicts to the
ethical norms;
- the inquiry is connected with the preparation of school or university
final essays, and also with the solution of mathematical, physical,
chemical etc. problems;
- the inquiry concerns the commercial activity in the field of mediation;
- the inquiry contradicts to the active Ukrainian laws.
3. The Fulfillment of the Virtual Reference.
1) The virtual references are fulfilled by the experts who take
a part in the project "Virtual Reference", i. e. two people
or more from each service department, processing department, and
department (section) of the information support of the library site.
2) The experts who take a part in the project "Virtual Reference"
must be subjected to the training and to acquire certain skills.
3) The responsibility for the fulfillment of the virtual reference
brings the expert who fulfills it.
4) The library employees fulfill the virtual reference during 48
hours.
5) The library has a right to fix the certain number of inquiries
every day.
6) If the inquiry consists of more than one question, the expert
chooses which one of them to answer.
4. Bibliographical Apparatus Needed For the Fulfillment of the
Virtual References.

3) The Databases on Line
4. 2. The Bibliographical Apparatus of the Virtual Resources Library.
1) The Specialized Products (Catalogues and Databases on Line)
2) The Referential Resources on Line (Encyclopedic Editions, Reference
Books, Vocabularies, Translators on Line)
3) Ready Reference Sites (The Lists of Web-Resources concerning
Concrete Subjects)
4) The Computer Resources of the Virtual Libraries
5) General (Great Publishing Houses, News Agencies, Industrial Corporations,
Scientific Centers, State Organizations), Branch (Trade Chambers,
Museums, Sporting Clubs, Travel Firms) and Thematic Web-Sites Catalogues
6) Search Systems and Information Sluices of Internet.
5. The Control and Co-Ordination of the Fulfillment of Virtual References.
1) The control of the state of bibliographical apparatus is fulfilled
by the bibliographical department head and the processing department
head.
2) The control of the virtual references letting is fulfilled by
the bibliographical department head and the head of the department
(section) of information support of library site.
6. The Analysis and the Registration of Virtual References.
1) The registration of the virtual references is fulfilled automatically
if the user has filled in the corresponding columns of the document
confirmed in the library.
2) The fulfillment of the virtual references is monitored by the
head of the department of scientific and methodical guidance of
the library network.
