Edmund S. Muskie/FREEDOM Support Act Graduate
Fellowship
The Edmund S. Muskie/FREEDOM Support Act Graduate Fellowship program
provides citizens of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan,
Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine,
and Uzbekistan with the opportunity to pursue graduate study at
the master's level in the United States. Students are chosen in
the fields of business administration, economics, education, environmental
management and policy, international affairs, journalism and mass
communications, law, library and information science, public administration,
public health, and public policy.
The program provides full scholarships to participants, including
university tuition, fees, room, board, health insurance, monthly
stipend, book allowance, and international and domestic travel.
US Hosts Each year, American Councils places more than 250 students
in dozens of fields in hundreds of colleges and universities across
the United States. Host institutions are selected competitively.
The American Councils invites eligible US institutions to apply
to host students and scholars.

Support Act Graduate Fellowship Program Application, Recommendation
Form and Host University Application are designed to be completed
